行政院公共工程委員會已於98年度完成「民間參與公共建設計畫財務試算作業手冊委託專業服務案」，作業成果為建置可適用於所有民間參與公共建設模式之財務試算模型及作業手冊。然欲得到合理可行之財務評估結果，須先蒐集基本規劃資料，鑑此，本案著手蒐集並分析已簽約指標案件之可行性分析及先期規劃書，建立促參財務資料庫，以為主辦機關審查及規劃促參案件時之參考。 本案希冀透過促參財務資料庫平台之建置，並提供資料庫使用說明書，包括系統操作手冊（一般使用者）、系統操作手冊（系統管理者）、系統安裝手冊、安全管理與備份及回復程序說明等四部分，以協助各主辦機關審查促參案件之財務可行性評估及先期規劃成果，提供推動促參作業之參考依據及比較基礎，以提高促參規劃案件之成熟度。另一方面，本資料庫提供新增案件功能，日後有權限使用者可陸續蒐集及新增促參案件資料，以豐富資料庫內容，使本財務資料庫更具實用性及參考價值。
