99年度行政院成立「行政院節能減碳推動會」，並制定「國家節能減碳總計畫」，針對節能減碳政策規劃已有整體考量，工程會為配合國家政策，契合國家推動方向辦理相關工程講習，推廣低碳公共工程、節能減碳及綠色能源理念，使參訓人員對節能減碳有正確之認知並接受工程新思維：包括公共工程落實節能減碳、相關政策理念與指標、全生命週期觀念在公共工程的評估與應用、廣用綠色能源（太陽能光電及LED）及綠色材料、新科技材料、替代性資材等，並對公共工程之永續規劃設計原則、公共工程使用與維護管理等深入探討，而後續維護管理工作應對結構物可能遭受之磨耗狀況進行防制或補救工作等以延長其使用年限，以上相關課程有助於推動國內公共工程落實節能減碳政策。是故，於99年持續辦理永續公共工程－節能減碳講習，使臺灣公共工程環境更能朝向永續概念邁進。
