技師執行業務與民眾生命、財產及安全關係密切，應遵守相關法規並善盡職責，方能確保工程及環境品質，維護公共安全與衛生。為強化專業監督與紀律維持，技師法明定技師如有違反技師法之行為、因業務上有關之犯罪行為經判決確定或違反技師公會章程、倫理規範等情節重大之情事，應付懲戒。技師如有應付懲戒情事，得經利害關係人、主管機關、目的事業主管機關或技師公會列舉事實、提出證據報請技師懲戒委員會處理，技師中央主管機關爰設置技師懲戒委員會及技師懲戒覆審委員會審理技師懲戒案件，應予懲戒者依情節輕重處以廢止執照、停止業務、申誡或警告之懲戒處分。藉由技師懲戒制度功能的落實，可督促技師善盡專業責任，使社會大眾在接受技師提供之技術服務時，得到一定程度的服務品質保證，並建立對技師專業之信賴。為使社會各界對於予以懲戒之案例有所瞭解，並提供技師執行業務時的參考，特彙編98年4月至100年3月技師懲戒委員會決議懲戒案件之個案決議書、技師懲戒覆審委員會決議書、行政法院判決書提供各界參考。冀透過相關懲戒案例之宣導，警惕執業技師落實專業工作倫理要求，提升執業品質
