《按牌理出牌》共三十篇，首先談女人，以現代女性既強悍又驕傲的特質，稱女人「強哉驕」，並分論各種類型的「強哉驕」；當然，亦論述完全相反的弱女子「一灘泥型」。體系或許不夠全面，卻指出了現代男女關係若干不協調的情況。其次談小棺材信箱、高樓窗戶、填表，主題在「為別人想一想」。而後適逢年節，以其豐富的歷史知識遍數中國歷史上四十七個戊午年。
再來，談惡醫、談交通，言「判斷一個國家是文明抑或野蠻，只要看他們的車輛對斑馬線，對紅綠燈的尊敬程度，馬上就可得到結論」、談中國字應從左向右橫寫、文人無行文人相輕、補習班、考場舞弊、以及聯考等。對於惡補，柏楊分析其三病源：人口膨脹的作祟、科舉精神的復活、殖民意識。最後，針對域外人先生一篇談孝女賣淫的文章表示異見。
