中國就像一台高速 奔跑的賽車，馳騁又威風。然而其使用的是劣質燃料，且將對車體造成傷害，所以不管是中共總書記習近平、總理李克強或其他高級官員都發出信號，直指經濟改革 不能再延宕，他們希望停止刺激、減少地方債務並開展更加自由的市場，主導經濟方針的李克強更被巴克萊資本形容成“李克強經濟學”。
中共三中全會上，習近平更是針對經濟領域一系列病症下了猛藥。
