數位落差（Digital Divide）的詞彙大約在90 年代中期後陸續出現，不同群體之間對於數位科技的接近與使用能力差異而產生資訊與知識的不對等，進而形成群體間的經濟權力與社會活動差距，最終造成雙方在社會活動表現與經濟成就的落差。我國在2002 年開始即由行政院研考會逐年辦理「數位落差調查」，以數位機會發展為導向，蒐集全國民眾在工作、學習及生活上之資訊近用、資訊素養、資訊應用情形等現況資料，剖析數位時代帶來的機會與危機，據以作為各部會及地方政府照顧弱勢族群、深耕數位關懷政策的參考依據。然而，突如其來的新冠疫情擴大了數位科技的生活應用，卻又再次凸顯我國數位落差的現象並未消弭。為了實現科技白皮書所提2035「前瞻創新、民主包容、韌性永續」的科技遠景，重視科技應該回應社會需求、展現人本價值，本文透過議題架構的確立，帶入國內外調查研究以及重要政策的比較分析，最後提出政策引導建議，期盼我國強大的科技國力得以普惠到社會上各群體，持續縮減數位落差，落實數位平權，追求數位福祉，帶給人民平等、公正、幸福的生活。
