正當中國推動「一帶一路」戰略，並配合中國企業「走出去」發展，基於歷史、地緣、經濟、市場和文化的緊密關係，加上東盟經濟共同體的推動，東南亞無疑成為中國邁出區域大戰略的首要發展區域。假若中國與東盟無法建立區域經濟的整合，那麼「一帶一路」倡議肯定無法走得更遠，遑論走向南亞、中亞、東北亞或是歐亞的經濟整合工程。
在中國對東南亞政經發展策略的光譜上，不難看出中國前進東南亞經濟整合發展的關鍵試驗區，就是中南半島「大湄公河次區域」（Greater Mekong Sub-region, GMS）五國：緬甸、老撾、泰國、柬埔寨及越南。中國唯有打通此大湄公河經濟走廊通道關節，才能前進中南半島市場以及東盟市場；相對地，東盟或中南半島國家唯有掌握大湄公河發展優勢，才能提升此地區的發展利基。
