本書是台灣第一本針對台灣新移民族群傳播與傳播權，進行理論探討與實際調查族群閱聽人的研究專書，不僅豐富台灣族群傳播研究，對於製作族群節目的媒體業者以及族群傳播政策的制定者亦具有重要參考價值。
作者站在為少數族群爭取傳播權的立場，調查新移民對移民族群電視頻道的需求，分析現有新移民電視節目接收與認同建構之關聯，透過由下而上的角度，了解台灣新移民的傳播權需求，並參酌澳洲SBS的經驗與挑戰，提出建構台灣新移民族群電視與改善新移民電視節目之建議。希望台灣未來能以多元公眾模式與文化混雜性的多元文化主義，保障新移民的媒介公民權以及被了解的權利，建立多元與多族群的公共領域，讓主流社會與少數族群均能近用族群媒介，相互尊重與學習，使台灣各族群皆能「同在差異中」。
