作者潘美純，潘里長，也是潘老師，生長於宜蘭，就學於台北。為著隨伴夫婿盡照顧母親的孝心，返回台南眷村。嫁入眷村後，本來在小學擔任教的她，又為了實現夫婿服務眷村長輩的心願，離開了單純的教職投入最基層的選舉，並從此開始了十六年的里長生涯。這本書是作者擔任里長十六年期間與前後的回顧。作者用一貫謙沖而平實的筆調，記下自己的「雲霄飛車」人生的點滴回憶，不但記載了她熱情洋溢而又能冷靜應對的里長生涯，人生意外的慨歎，在感恩知足的心情之外，又寫下了自己勇敢逐夢的突破。作者是個特別的里長，在經歷繁榮發展及政治民主化的年代，她搭上了社區營造的列車，與她的夫婿和志工伙伴在台南眷村社區一步一腳印地運用政府和民間的補助經營社區的環境、保存維護文化歷史及改進社區間和諧互助，尤其是對長輩的照顧。不談高深學術，不是偉人傳記，只是台灣社區營造二十年一個很好的註腳。
