　社會福利是一個國家政治、經濟、社會、文化的產物。臺灣的社會福利也不例外，它隨著國家的形成與轉型、政治的民主與演變、經濟的蓬勃與遲滯、社會的開放與多元、文化的文明與束縛，造就了臺灣的福利體制從福利侍從主義到發展取向，其間家庭、社區、志願組織扮演基石、創新、後備的角色。　　本書從戰後臺灣社會福利的啟動談起，沿著政策的制訂、法律的通過的線路，將臺灣每一個領域的社會福利切割成若干階段，其間以事實資料夾雜著評論呈現。而事實資料不可免俗地是採納官方的方案與統計，因此，難免有些瑣碎與無趣，但是，作者已試圖擺脫業務報告的方式，而是將社會福利學理貫穿其間。亦即，本書對臺灣社會福利發展一甲子做了盡可能的忠實見證。
