CONCERT著眼於議約談判之需要，試圖從問卷調查了解臺灣學術圖書館在Open Access(OA) 的發展現況、服務與概念。問卷結果顯示臺灣圖書館因為缺乏政策指導，OA 的推動和服務多屬於被動、對OA 與Article Process Charge 的概念仍屬模糊地帶，OA 的普及有待加強。透過此次調查有助於引進資源推動，同時提供政府與圖書館發展OA 政策的建議參考。
