秦夢群 生於台北，自小立志從事教育工作。先後獲得美國Univ. of Iowa教育碩士、Univ. of Wisconsin-Madison電腦碩士、教育行政與領導博士(Ph.D)。 歷任政治大學教育學系主任、教育行政與政策研究所所長、校長培育與評鑑中心主任、與教育學院創院院長。曾受聘為中國東北師範大學講座教授，並獲得美國Fulbright基金會獎助，至美國UW-Madison、UCLA等校擔任訪問教授。 多篇中英文論文刊登於SSCI與TSSCI資料庫之重要學術期刊。主要中文學術專書包括：《教育行政理論與模式》、《教育行政實務與應用》、《教育行政研究方法論》、《美國教育法與判例》、《教育領導理論與應用》、《教育選擇權研究》、與《學校特色發展與創新》，並主編撰寫《教育概論》、《學校行政》等書。 多年來積極推展台灣教育行政與管理領域之學術研究，扮演承先啟後之角色，其中包括創設成立台灣「教育行政學會」與政大教育學院。學術之外，多次撰寫政黨教育白皮書、文教人權報告，並主持廣播節目針對教育時政提出建言。目前擔任政治大學教育學院特聘教授(Distinguished Professor)。
