王岐山為習近平立下的第二功，則是通過巡視制度，讓習近平得以用如來掌管治天下高官。
同時，王岐山也搭上了權力急劇膨脹的高速列車，建造了“最強大”的中紀委，建造了令人天下百官聞風喪膽的雙規“黑屋”。
