每天閱讀《內參》已經成了中共高層的習慣。由於《內參》的真實度、敏感度和深度都遠遠超出了公開的新聞報導，所以很多中共官員幾乎不看公開的新聞出版物，而只關注《內參》，並根據內參的消息，做出行政指令或者制定政策。
《內參》作為集權社會的衍生品，自身帶有很多先天缺陷，而這些缺陷注定了它並不能很好地完成作為信息傳遞媒介的使命。
關於《內參》稿件的採寫內容，目前並沒有一個硬性的框架，但由於內參是要寫給領導看的，所以記者在寫稿子的時候，不可避免地會考慮到顧及領導的喜惡，並且儘可能避免直接批評國家高層領導人。
《內參》的供稿者們，往往會寫一些順應領導意思的內容，而對於那些可能會給自己引來 “麻煩”的題材，往往退避三舍。因此，《內參》不但可能失實，而且可能誤導中共領導人。
更糟糕的是，幾乎沒有人可以糾正《內參》的錯誤。所以，《內參》也就是容易成為陰謀、內鬥的工具。
另一方面，中共政治代理人口水戰開啓了中國政治鬥爭的新局：不再局限於中南海那幾間灰暗的老屋，而開始走向國際舞台。
